I guess they do if China does.

We put up several classified payloads using heavy launch vehicles. Classified spy satellites is the only clue they gave us. Probably advanced space based radar and intercept system.

We built missiles with something called a vircator. Its a virtual cathode oscillator mated to tuned resonators that produce powerful electromagnetic waves that radiate outwards disabling all electronic equipment that the EMF waves pass

They are cheap and easy to build (if you have the design)

Range is somewhat limited, but just imagine having thousands of them ready to go. All they have to do is fly them over the major cities and all of America will be blacked out
