Looks like Hong Kong has been compromised and taken over entirely, which would be a reason for this. Keeping Hong Kong's privileges would now benefit China, and allow them to bypass some of the restrictions that are being put in place to punish China.
Quoting: Anonymous Coward 79088231 they benefitted china before this new natsec law. there was zero reason to keep hong kongs preferential status since 1998.
