Looks like Hong Kong has been compromised and taken over entirely, which would be a reason for this. Keeping Hong Kong's privileges would now benefit China, and allow them to bypass some of the restrictions that are being put in place to punish China.

You mean back in 1997 when Clinton also appeased Communist China by giving them trade access to supercomputers just like what Bill Clinton 2.0 just did by abandoning Hong Kong?
