In any place you commit a crime there will be consequences of imprisonment or worst punishment. God created a place for criminals and that place is to be punished for crimes that are committed. It's not called jail it's called hell. But the same rules apply. You commit a crime you will have to do the time. It applies here as it does there. OP. God creates "contrast". Contrast gives life more "meaning", and it also teaches us that we cant have everything. Whoever gets to go to Hell does so by their own actions. So God is still good.
