NEW: Trump Got Written Briefing in February on Possible Russian Bounties in February - contradicting his claim that he was never briefed
American officials provided a written briefing in late February to President Trump laying out their conclusion that a Russian military intelligence unit offered and paid bounties to Taliban-linked militants to kill U.S. and coalition troops in Afghanistan.

The investigation into the suspected Russian covert operation to incentivize such killings has focused in part on an April 2019 car bombing that killed three Marines as one such potential attack, according to multiple officials familiar with the matter.

The new information emerged as the White House tried on Monday to play down the intelligence assessment that Russia sought to encourage and reward killings — including reiterating a claim that Mr. Trump was never briefed about the matter and portraying the conclusion as disputed and dubious.

But that stance clashed with the disclosure by two officials that the intelligence was included months ago in Mr. Trump’s President’s Daily Brief document — a compilation of the government’s latest secrets and best insights about foreign policy and national security that is prepared for him to read. One of the officials said the item appeared in Mr. Trump’s brief in late February; the other cited Feb. 27, specifically.

Moreover, a description of the intelligence assessment that the Russian unit had carried out the bounties plot was also seen as serious and solid enough to disseminate more broadly across the intelligence community in a May 4 article in the C.I.A.’s World Intelligence Review, a classified compendium commonly referred to as The Wire, two officials said.

A National Security Council spokesman declined to comment on any connection between the Marines’ deaths and the suspected Russian plot. The White House press secretary, Kayleigh McEnany, did not answer when pressed by reporters on Monday whether the intelligence was included in the written President’s Daily Brief, and the security council spokesman pointed to her comments when asked later about the February written briefing.

This is a big deal.

If and when this is confirmed with sworn Congressional testimony:

- Trump will have been caught in a lie, since he said he was never briefed on this as did Kayleigh McEnany.

- He did nothing about it and as a result at least three US Marines died as a result.

- By knowingly doing nothing about this and not confronting Putin about it, he gave our enemies aid and comfort which is the definition of treason in 18 U.S. Code § 2381.

The White House said Monday that President Donald Trump wasn’t briefed on U.S. intelligence assessments earlier this year that Russia secretly offered bounties to Taliban-linked militants for killing American troops in Afghanistan because the information had not been “verified.”

Press Secretary Kayleigh McEnany asserted that intelligence “would not be elevated to the president until it was verified.” However it is rare for intelligence to be confirmed without a shadow of doubt before it is presented to senior government decision-makers.

McEnany added that a House briefing for select members of Congress was underway at midday Monday, but she said that even now, Trump still has not been briefed on the intelligence. She declined to say why a different standard applied to briefing lawmakers than the president.

Three NATO officials say they had been briefed on intelligence that Russian operatives were secretly offering cash bounties to Taliban-linked militants for US casualties in Afghanistan — as President Donald Trump claimed he was not, and dismissed news reports on the intelligence as a "possibly another fabricated Russia Hoax."

The revelation that US intelligence had briefed the White House on the Taliban bounties had been a closely-held secret for several months, until US officials began briefing UK and other European allies last week.

Multiple news organizations reported that US investigators are now investigating an April 2019 roadside bomb attack that killed three Marines as well as a number of "insider" attacks where Afghan troops turned on their Western trainers.

One of the intelligence officials, who is from a Western European country, said there was evidence that the Russian operatives who dealt with the Taliban were connected to Unit 29155, a shadowy Russian military intelligence group that has been implicated in attacks in the UK and Bulgaria with chemical weapons, as well as an attempted coup in Montenegro in 2016.

Unit 29155 has been operating for at least a decade, but its existence was not publicly known until last year.
