Yes, that was called "Selective Availability." It was turned off temporarily during the first Gulf War and later a law was passed that turned it off all together. The block III doesn't include it at all. Scott Manley discussed the subject a few years ago in this video:

If you feel that way then get rid of your cell phone. The satellite can't track you, the app on your phone that looks at your position based on the GPS signals is what tracks you.

RFID tracking would probably be an easier solution for that use case.
