The "elite" are the high class gangstalkers (or gamers) as in high class escort, they are in your cities but having better living conditions.

If they walk during autumn or winter the gangstalkers around them deliberately wear red shawls. (From my observations)

What can you do? Save up some shawls this summer. Find the local elites. 1/10 gets triggered.

The shawl is used on:

- people of the grey hair age
- typically in villas, better neighborhoods or big houses
- the better cards, social circles, clothing
- the better jobs
- some in gov as adviser (they steal from gov so don't mix them up with real gov workers) typically in an office where they all rotate jobs and none ever gets fired
