Things won't be taken over unless the Governments allow them to be taken over. As sovereign States any country can default or find innovative ways to repay the debt just like Germany did following WW1 and many others.

States can confiscate and default on anything they want and countries already have and nothing happens other than slaps on the wrists.

This guy just assumes the paradigm never breaks even when pushed to breaking point.

What will happen is that sovereign States will need to deal with their problems and alliances such as the EU will fail and break apart.

That will cause globalization to fracture and that should already be obvious to anyone who has been watching.
