They were on the White House lawn. Not indoors.

since the military routinely loses track of trillions of dollars, they've probably fallen behind on official etiquette as well

In the army we never were to salute the officers outside unless on a military base.

If snipers are watching and you salute an officer they will be shot as it identifies the commanders.

Just a thought. Obvioulsy a sniper would be trained on the president who is easily identified but could be a formality?

The Military members are Standing at Attention. They were not ordered to Present Arms, most likely because the President wanted a relaxed atmosphere to include hats off.

During Ceremonies things can be requested of the Military to include demeanor and dress.

It's a given that during festivities and public celebrations there very little saluting, if any.

It gets ridiculous to have to salute ever three feet and every 10 seconds. Imagine that going on for hours on end with every rank and multiple branches of armed forces. Nobody would get a chance to enjoy the moment.

That could be a great thing, possibly save our nation.

Even if you run into a superior in civvys, you do not salute.
