The states would have to officially ask for federal assistance in order for him to supply it to them. So in that way, it's nust another way for the media to dig into him by making it look like a threat on his behalf. He's simply saying he is "ready" to help should they ask. But they won't because democrats don't really want to help these people, they just want people to think they want to help them.
