So what's up with the bank's limiting money to the general public and businesses?

Everywhere I Go even in small towns there's no cash back and a limit on coins to the point where they ask you to round up.

From what I gather from the signs I see at businesses. They basically say the federal reserve is restricting funds, due to a shortage.

If they are low on coins why not take the General public supply? No one has said this is a division situation where the money is dirty.
