Biden's big successes as a Senator were all the crime bills that militarized police and the War on Drugs and locked up huge numbers of people including African Americans in particular. He did it multiple times going back to around 1980.

So if African Americans show up to vote for Joe Biden enough to make him win then propaganda can make people do anything.
