However, what he's actually referring the REAL 'Law Enforcers'.

The "REAL" law enforcers are Satan and HIS ARMY. They are (were) God's Law Enforcers who were designed to watch everything, be totally invisible so as not to be a visible oppressor, and to take away any entity that appears to them to have violated the LAW of God, into the darkness, away from the presence of God, and FREEZE THEM until God could judge their actions to see if they were meant to be 'Anti-Loving' on purpose or not.

When God decided to create a huge number of new entities (humans for example) he wanted to change the mechanism of 'SELF REGULATION' because he didn't want to have to spend all his time judging everyone's actions, there were going to be too many people.

Satan and his Army of Law enforcers, who were designed to 'never lose' and 'never be defeated' (because if they were God could be in danger from some strong entity performing Anti-Love (evoL), auto-defended themselves from eradication.

God was going to replace LAW (an external Regulatory System) with LOVE (a new System of Self Regulation) and eliminate LAW and the tools used to enforce it.

Satan and his Army of Law Enforcers, caused Eve to 'Break the Law' and she (and everything she would produce(like wasp queen and all the wasps she gives birth to)) would become Satan's because anything that performs Anti-Love (evoL) becomes their possession and they take it into darkness to be frozen, to protect God.

It isn't uncommon for a cop with a few months of what they call "college" (bunch of training lectures) to come out making six-figure total cost of compensation packages to START. 20 year full retirement plans. health insurance that nobody else can get, etc. it isn't uncommon for a police chief in a large city to make 1/2 million dollar salary.

They get to go take the taxpayer paid car and drive it around and gas it up for free on the taxpayer while doing doubletime "private security" after their shifts.
