Everything I've read about Westboro indicates they're interested in provoking confrontations in order to file lawsuits & make money. They don't seem interested in violence.

I don't like any of those groups, but at least Westboro people walk a fine line legally (I read that many of them are lawyers), so they don't physically harm people, as far as I'm aware. Antifa & BLM are far worse.

Not really a dry run, but more of a previous, yet different approach for targeting the First Amendment. The Westboro psyop was about attacking and diminishing the First Amendment by attempting to use tort law, specifically intentional infliction of emotional distress, to limit speech. After it failed with the U.S. Supreme Court decision in Snyder v. Phelps, they changed tack and began putting more effort into other programs.
