Yes. They are as far as they can interfere with the bandwidth of individual users. They can program/configure the timing/rhythm of the interferences. They can compute the current state of consciousness (through the information you give them by surfing) of every individual and of all partaking. Consciousness has a lot to do with rhythm and flow. That's what they have to keep in control, therefore the disturbances, not just in communication.
