This happens on a regular basis and has nothing to do with this virus at all. Morgues typically have very limited space to house bodies and they generally operate at ninety eight percent capacity. A number that might shock most is that a typical hospital morgue can only store fifteen to twenty bodies and even in New York City the OCME states that the cities morgues have a capacity of about nine hundred bodies and in any year at any time they are with two percent of overload. Many entire counties don't have the capacity to store more than a dozen bodies. Hospital ICU units are similarly limited in their capacity as well so saying that either morgues or ICU's are at capacity is misleading at best. To add to all of that we have an opioid overdose problem that's been going on for more than a decade that hasn't simply gone away because of the virus. There are documentaries from five years ago about that which discuss the need to use refrigeration trucks because of limited capacity.

The entire system relies on good management and a revolving door style plan. They move bodies in and out as quickly as possible or they get overloaded. Only unidentified bodies are stored for any minimum period in the hopes of identification. This is either a scare tactic on the part of politicians or fear mongering by the news media, take your pick.
