In the days of Colin Powell, the U.S. military declared its intention to build a similar facility on Greenland. This prompted an official EU "paper" (sorry, don't have the EU document code for it anymore), which clearly stated that Brussels deemed it a military weapon and asked the U.S. for closer information on the impact of it on people and environment. This got me interested in the whole thing (around the year 2004) and I soon found out that there are many "HAARP" style installations, using the exact same tech, in more or less two circles around the globe's polar circle regions, roughly. The one closest to me is in Kiruna, Sweden. The strongest one (in 2005) in Russia. Some internet digging soon revealed, that scientists as well as military personnel and MIC subcontractors of a whole lot of nations attend international conferences and symposia on SUPERDARN and other related projects. Even Finland does its part. The ionospheric research facility in Hankasalmi, not too far from here, correlate their data with the HAARP people. The EU Commission was just bullshitting for the general public, because Mr Powell forced them to. They themselves were/are heavily invested in the very same type of tech and program, co-operating with U.S. HAARP behind the scenes. This is what I found out, back then.
