It is apparent that these are long term stains from having multiple skid marks and them not completely coming clean from washing. Is this a common occurrence for adult men?...I know it might happen in children from not wiping good but I would think an adult male would know how to wipe.

Many people do not realize they need to relax the sphinter muscle when wiping. Without relaxing it, you are not wiping everywhere needed. The proper technique is to relax the sphincter, and with the toilet paper, use a "digging" motion within the hole to properly clean it.
