You cannot tax a Right.
If this "tax" passes then you will not be able to exercise a Right unless you pay the tax.
If this "tax" passes, then they will create a tax to exercise other Rights.
If you don't pay the "tax" then you cannot have free speech, the right to
assemble peaceably, the right to be free of quartering of soldiers, etc.
