Because they throw their weight around at routine traffic stops like they are gods gift to humanity but in a real crisis like a mass murderer on the loose they are useless. They will not rescue you when you are in trouble and they do not work as a team. There are good ones , usually the rookies, but they can't do anything because the ones at the top won't let them.
