This was planned quite some time ago. In February/March, the Army Corps of Engineers made deals with a number of California hospitals to convert entire floors to COVID treatment. One of those hospitals was Palomar Medical Center, Escondido. The Army came in, converted at least one floor to COVID treatment, the Army would take care of. Palomar is a new facility and there are still a number of floors that haven't been built out yet. The Corps of Engineers simply took over at least one of those floors.

This was IN FEBRUARY, by the way. VERY early in the crisis, and quite odd, I thought, at the time. Maybe the vaccine stuff was planned a long time ago, as some posters suggest.
