I'm not sure there's any restriction on how a state chooses its electors (voters in the Electoral College).

The idea of states' rights is that it would be up to the state. Sometimes you get perverse outcomes.

I don't think he would intentionally try to shut down Vegas, if you think about it the whole reason the state tipped to the Dems is because of all the population that moved to Vegas and are unionized.
