Trump just gave Lebanon and its allies the green light to attack whoever they deem the aggressor

Trump stating that the Beirut incident was an "attack" - despite the Lebanese govt saying it was an accident on their part - just gave Lebanon and its allies the right to attack any nation they may claim performed this attack. In my mind, there are only 5 that they would blame: Israel, the US, Iran, Syria and Saudi Arabia.
After Trump's statements, I don't see how the Lebanese will possibly accept a non-retaliatory response.
War is definitely on the horizon - if not days/weeks away.
Quoting: FivelCubed I think there could be more: Turkey, Egypt (not likely), Yemen Rebels, or Iranian Proxies such as Hezbollah. I doubt Russia, unless this is somehow tied to Syria or Libya.
