Eaxactly what came to mind, nitrate stored for over a decade and no one says a word? Odd isn't it? First thing that a logical mind thinks is " so this is where the rocket fuel/explosive fuel is coming from". Now it makes complete sense. Put the fuel in civilian area next to a government building and NO ONE WOULD DARE TOUCH IT. Guess they learned a valuable lesson... nothing is untouchable.
