As someone mentioned, health care is managed at the provincial level and here in BC it is further mismanaged by local health authorities. There is so much bureaucracy between the patient and Ottawa that it is impossible for the federal government to make us all take the vaccine - unless they pressure the provinces to pressure the local health authorities to comply or forfeit their transfer payments. But even that is going to take some time to implement.
