There can never be mandatory vaccines in Canada.
Each province in Canada has there own Immunization Acts that override federal acts (ex: Immunization of School Pupils Act).
Every provincial immunization act has legal exemption clauses.
Most common clause is:
"Statement of Conscience or Religious Belief Affidavit" clause.
Any forced or mandatory vaccination of any kind would immediately be in direct violation of not only the immunization acts, but the Canadian Charter of Rights and Freedoms as well.
Any legal challenge brought forward would destroy the mandatory or forced vaccination.

1: the Fed gov would implement mandatory vaccinations, against the Charter.
2: Some interest group sues the gov to stop. The interest group launches a fundraiser campaign and collects millions
3: the low court side with the Fed gov
4: on appeal, the appellate court overturns the low court ruling and orders a new hearing
5: new hearing: rules in favor of .gov
6: on appeal, appelate court overturns previous ruling, send to court of Queen's bench
7: court of Queen's bench sides with .gov
8: supreme Court of Canada refuses to hear the appeal. Mandatory vaccinations for everyone.
This is how it works in reality. The whole process takes 10-15 years
