Anonymous Blockchain Vaccination - Best way to deconvolute IDENTITY and PUBLIC HEALTH

Seems to me the big problem we are facing is that the elites have tangled up the idea of a persons identity with somehow being essential to protecting the public health. We know this is not true. Your identity has nothing to do with the public health. It has everything to do with creating a global control grid. However, the only way it can be sold to the masses is by making them believe they must do it to save lives and stop the pandemic. This is a lie! I want to offer an alternative. Assume a vaccine is created and deemed necessary for the public health. There is a well known epidemiological formula that tells us what percentage of the population must be vaccinated to obtain herd immunity. Let's assume for coronavirus it comes out to be 70%. Now, the vaccine would be distributed in such a way where every shot given generates a hash that is put onto the blockchain. The recipient of the vaccine would receive a PAPER receipt with a QR code that matches the hash. The government would monitor the number of entries on the blockchain to determine progress of the vaccination program. If the threshold for herd immunity is met then that's it, the program is done. If the threshold is not met, then we'd need to look at how far away we are from it. We could establish a minimum threshold that is some predetermined amount below the herd immunity threshold. Let's say in this case the minimum threshold is set at 50%. If the number of people participating in the program is below 50%, then it is indicative a widespread distrust of the vaccine and the program must be halted. If the number vaccinated is more than 50% but less than 70% then the government could implement a lottery system to draw people from the population to get vaccinated. If an individual is picked who has already been vaccinated they need only to produce their PAPER receipt demonstrating that they have already been vaccinated. If an individual is drawn who does not want to participate, they will be fined an appropriate amount but not required to receive the shot. The lottery would continue until the 70% threshold was met.

The beauty of this approach is that it is completely anonymous except for cases where a lottery is required. No digital identity tied to every aspect of your life! It is a reasonable alternative to the approach the elites are taking. I think attacking from this angle exposes their true motive which is to get us all on the control grid. I think if people are simply made aware that there is an alternative that it could help change the direction we are headed in.
