Before the first bomb was dropped, Japan was trying to surrender(conditional surrender granted). Truman belonged to the "Cult of the Super Weapon". They believed, that if humanity made a weapon so destructive, so terrible, people would throw down their weapons and rally together to create a global super state, and live in peace. They had their weapon, they had their target to fire the weapon on and not look entirely evil. Even if Japan unconditionally surrendered, atleast one bomb would of been dropped on Japan. |

The Americans made that option a second choice after the bomb was found to work. It took TWO to convince Japan that the war was over.
