This is an older article, but it shows that this "mass exodus" was already being planned some time ago. Even though the published date is 2018, the article states that the 'exercise' that is detailed, actually began in 2017. An as you can see, it was published in several sources (easily found in Google) in California.

Arizona government agencies, along with DEMA ("Arizona Department of Emergency and Military Affairs"), Red Cross, hospitals and airports to name a few, were participants in this 'exercise' which ran from May 21-24, 2018. This 'exercise' was conducted to prepare for a mass exodus of Californians in the event of a catastrophic earthquake
