Natural Born Citizen has only ever been mentioned 1 time in US law and it was in 1790.
The act defined natural born citizen and someone born to 2 American citizen parents.

Birthright by land wasn't a thing until 1868 and was not meant to apply to vagrants/illegal immigrants.
