Rhode Island govt controlled by democrats, legislature is probably split

the legislature couldn't agree on this issue for nov 2020

a private group sued to force govt to do what it wanted to do anyway

the govt of rhode island then 'entered a consent decree' rather than fight the case in court

isnt this just allowing the govt to enact policies that cant get thru the legislature, using a judicial decree as a fig leaf ?
