You obviously do not reside in the US or have only a very casual understanding of our system of government.

The President of the US, and therefore the Executive Branch of the US Government, has NO LEGAL POWER to direct an individual state to do jack squat. What they can do is withhold Federal funding for projects if states do not comply with criteria set out by the Federal Government. Even then, the Executive Branch (President) doesn't control the Federal Finances - Congress (the Legislative Branch) does. State Governors can give the President the middle finger and there is nothing the President can do about it.

You seem to be operating under the mistaken idea that the US Government works like the EU. It doesn't.

Bullshit. Trump declared an emergency, but the governors are NOT being told to shut down their economies. They did so of their own accord. Many red states are doing fine because their governors are not communist tinpot dictators.
