1) Your idea: give them free quality food, which is a fail and only exacerbates the problem.

2) Give them nothing and let them earn whatever, or not. This is reasonable and how things used to be done; but all of the bleeding hearts then said, "they're only failing because they're so hungry and malnourished!"

3) Give them free whatever they choose. The worthy will choose wisely. The unworthy will choose poorly. This is voluntary eugenics. It's the fairest way to do this.
