If someone has a "civil" reason not to wear a mask, the question becomes, "is it infringing on the others civil rights that are in the store if they aren't wearing one"?

If it's a true pandemic, then the answer is "yes". If not, then, "no". But, it has to be violating a "civil right".

Maybe the laws should be changed, or not but that's the way most people understand it...
