That's just stupid, cruel and ineffective. And what a way to harden the resolve and determination of the Chinese population. Like Pearl Harbor. After Pearl Harbor Americans almost universally resolved to beat Japan at any cost. Individuals. In their hearts. Of their own accord. You can't hardly overcome a large population of such a people. Hitting that damn would be foolish except in the context of a total war of attrition. The US wouldn't want such a war with the likes of China. Better to keep the targets military, greatly diminish their means of war making, and leave China an out.
