Long time ago, whenever a tract of land was sold, there was some sort of environmental stamp/seal/whatever assuring the buyer wasn't buying a Superfund site unknowingly. Then all the sudden, that seal requirement was removed for whatever reason(s). And then before you know it, real estate agents and developers bought contaminated tracts for pennies on the dollar but once that seal was gone, those folks made out like fuckin' bandits. And thought struggles against the results, trying to avoid those unpleasant results while keeping on with that way of thinking.
