Ah, smacks of the same shit the my state (NC) experienced many decades ago in the land transaction business. Long time ago, whenever a tract of land was sold, there was some sort of environmental stamp/seal/whatever assuring the buyer wasn't buying a Superfund site unknowingly.

Then all the sudden, that seal requirement was removed for whatever reason(s). And then before you know it, real estate agents and developers bought contaminated tracts for pennies on the dollar but once that seal was gone, those folks made out like fuckin' bandits.
