Why does Italy need Chinese police to help them?

I find this so strange that Italy needs help in policing their streets so they have to bring in cops from accross the world to help? Like no one nearby in Europe can help? Or, why do they need help in the first place, are Italians so degenerate they can't find good cops? Doubt it.

Then a few months later we have COVID in Italy, all so strange, not to mention the agreement signed between China and Vatican, most of which was secret.
