Some say it is even an inalienable and un-unionable territory since the IRS and the US Corp is Incorporated out of a Trust Fund managed under their Secretary of the Treasury.

They are citizens at birth, have US passport, USPS, Dollars' economy, they serve on the military, pay state's taxes & no federal' taxes and while living there they can't vote for POTUS.
