Technical debunkers say it's compression artifacts but this explanation is overly simplistic when applied to this well documented phenomena as a whole, i.e. some cases may well be due to compression artifacts but certainly not all.

Curious that none of the items behind her have any pixelation going on; but I presume someone with some computer graphics or otherwise skills is able to do just about anything with any video. I have to believe that if Cuomo was witnessing this going on, as we see it, he would have dumped that interview effort until that curious matter had been resolved. I suspect he was seeing anything curious going on; and that's why the interview continues.
