I think that they put some of these hits on police, like the ones in Los Angeles, and it is meant to get some police and ex-police to lose their cool and begin organizing some of the unsanctioned actions against their Antifa and other communist foot soldiers. They want for this to go hot before election time, partially because they think it will help them politically in tainting the hearts and minds of the voters, but also I think that they feel it will be easier to cheat the election results under a fog of war scenario.
