How do you have racial quotas for jails?

It is time to flip affirmative action on its head. A person of color should always be chosen with a white person not allowed to be hired unless there was no qualified person of color who applies. A generation of this would help fix the systemic racism.

In most places in the world, there is no need for "racial quotas" for anything, because whites are the true minority of the world, so no quotas required, and only in white majority nations which are only few places in number in the world in comparison is there a reverse minority quota allowance for the need of a diversity of "whiteness" in the world, which is so "overwhelming" everywhere....
