Correct me if I'm wrong but I think without a address in the same country most banks globally won't let you have an account with them other than Cayman banks and a few others.
I live in Croatia but have bank accounts in the states but I had to have a address in the U.S.

Apparently there is a mechanism for such banking services to continue, but it looks like Boris hasn't activated it. If he does nothing and these closures occur, it may force tens of thousands of disgruntled expats to return to the UK. I wonder if they'll support Bojo in the future if that happens?
