They can simply launch a cloud heavy pellet, e.g., tungsten into the orbital path of the ISS. High density of the pellets would ensure that they stayed in orbit a long time (high density = lots of momentum + low cross section to lower air drag).

This is an stealthy weapon that can destroy any satellite in that orbit over time.
