The European Union was always an economic goal for the big players and was finally formed when, as a mandatory, for the unity of Germany (Brits and French wanted to control Germany this way - played out very well lol).

Divert all funds especially science and research budgets into fusion research. Not just big slow to build tokamaks but small fast built modular compact fusion reactors. You must collaborate with your enemies on this even Russia. International effort. Once you have cheap, nearly unlimited clean energy you can use that to solve everything else. Wether it's UV lamps to kill covid, UV lamps to grow crops in vertical towers or underground, energy to power exascale computers to create AI solutions for all problems. Energy to power maglev transport and much more.
