You have to remember that Hunter was a binge drug user, so he could be on a bender, not thinking straight, paranoid, not remembering anything the next morning.
It would be easy for him to impulsively drop off his laptop at some repair place, equally easy to forget about it altogether, or forget simply at which place he dropped it off.

Could have easily have been he dropped it off and forgot where he dropped it off.

Or he dropped it off to be repaired bought a new one to replace it for the time it was in the shop. Then liked the new version so much he didn't care about the old one.

Or he figured it wasn't worth his time as repairs to laptops sometimes cost more than the laptop is worth.

Or he (like a lot of consumers) figured it wasn't fixable and just abandoned it. People do this all the time.

Or he was advised to not return there. After one of his handlers found out the laptop was damaged and put in a shop they took the gamble the hard drive was wiped. Hunter may have even have lied and said he pulled the hard drive out of it. People in government aren't tech savvy in the slightest. Remember Hillary asking about wiping the outside of the computer?
