Investigation dot's T and cross I's and gathers every bad thing the person has ever done, via surveillance, gathering physical and testimonial evidence, witness list and then presents it all to a grand jury to determine probable cause for charges then issue warrant for arrest. In this case before a prosecutor even convenes a GJ and obtains further warrants, the evidence comes under scrutiny, was it lawfully obtained and will it be admissible in court?
if not then you start over.

B) Local Agency - Quick Fire - Beg forgiveness (Very Public- more public the better)
It is very easy to get a positive ID with the unedited videos, less than a few hours work, once you do and determine the person is a minor and the offense was in your jurisdiction- you have established reasonable suspicion and in order to protect the minor, you bring them in for interview and get an admission. Then you present findings to the DA who will says proceed with the case or it gets dropped.
This is why Rudy went to Delaware - this was what they were hopping for but the Feds can thwart this if there is an active federal case.

The purpose of examining these photo's and posting results online is that it now forces either the FBI or Local LE who may have been compromised politically via their leadership to at least investigate and then either acknowledge a GJ or through detainment and charges being filed, if not they need to publicly refute.

If there is enough public outcry - shit will happen fast, otherwise the wheels of justice turn very very slow.
