And then what? The really bad people leave those areas for good ones in affordable areas and repeat. No... make taxes and rent lower for start up's and businesses willing to stay in troubled area's. It is best to keep the infection contained. Those businesses just need to do business in a different way and employ more shoppers, while limiting what is placed on the floor. Also, in these troubled area's if a riot is expected, it should not be expected that a business stays open. In fact, it should be expected that they have hurricanes or a burglar barrier system that can prevent this from happening. This includes the roof. Then give these stores lower insurance rates for having these preventative measures in place. Or keep just always keep very limited stock on the shelf and encourage pick up only.

What is even more repulsive are the people who pay these "equal opportunity agitators" to continue this worldwide mayhem. Brain size has nothing to do with intelligence. It has to do with the number of neuro connections, brain folds, and synapses/connections that are involved.

The problem is mostly cultural and somewhat genetic with high rates of dyslexia (a visual processing disorder not a learning disability), low normative IQ scores, that is in the black community.

And a lot can be contributed to poor parenting and single parents. After all, there are few factors that can affect a child's IQ level. One is being raised in a single parent and mostly a single mother's household. This one issue can affect a child's IQ up to 10 points. And this is an issue that affects all children no matter the race. Unfortunately, the rate of single parents is high in the black community.

Most juveniles inmates have an IQ of 92, while repeat offenders in prison have an average IQ of 85. Meaning the smarter kids are recoverable from poor environments. I'm sure many of them moved onto the military as well as a way to get their lives back on track.

Sadly, you need a minimum IQ of 83 to join the service and even then, there are limited methods of service/ jobs that can take in all the low normative soldiers in its ranks. Also to be in the service you have to be trainable, somewhat agreeable, and able to take direction in the face of feeling disrespected. Culturally a lot of poor and minorities that are all they feel they have is their delusion of self-respect. They want to rebel rather than give up the feeling of control in adverse conditions.

Anyways, unless the women stop having babies out of wedlock and stay in their marriages, especially when the children are under 15 years old, there is little that can be done to fix the situation. Feral will just bread feral.
