It's literally in the second sentence below the headline.

Instead of going to trial and facing possible jail time, a person would have the option of paying a $100 fine or attending new 'addiction recovery centers'.

You get caught with hard drugs there are still consequences. Clearer now?

Good.

Prosecution from the same DA’s that we’re allowing arsonists, vandals, rioters and provocateurs to get off Scott free.

Sorry but I do not believe there are any consequences. And we are talking about what used to be felonies, now just a 100 dollar fine or treatment?

What happens when the treatment centers are overcrowded?

They have not prepared for this, not surprising considering who is in charge in this state.
 Quoting: Rorschach Watchmen

The centers are being funded through the state marijuana revenue.

We can play the whatabouts, and whatifs game all day.

Your title is misleading. I fixed it for you.

What is misleading?

Oregon decriminalized all drugs last night, did they not?
 Quoting: Rorschach Watchmen

I meant thread. You did mention that decriminalizing..is not legalizing further on.

This will keep addicts out of jail and in treatment where they belong.

I think it is a win-win.
