They didn't control production. States handle their states and every printing company is certified by that state. The ballot is then sent to the precincts.

One company is Runbeck Election Services. They printed 36 million ballots, 16 million of which is mail-in.

Another one Michigan Election Resources handles the ballots for Michigan.

DHS never touches them.
